Get a Nikon D50. It has a few “consumer friendly” automatic modes that make it very easy to use, but still offers total photographic control when you are ready to take charge. The “kit” lens is a decent lens optically, but you might want to upgrade to the Nikkor AF-S 18-70 f/3.5-4.5G ED DX lens for a bit more range and a lot more durability. When you are ready to add lenses, the sky is the limit with Nikon.
Get a 1 GB memory card, such as the Sandisk “Ultra” for decent write speed.http://www.kenrockwell.com/nikon/d50.htmhttp://www.dpreview.com/reviews/specs/Ni…
Circuit City has it for $700, with the lens.http://www.circuitcity.com/ssm/Nikon-D50…
    Walmart has it for $660.http://www.walmart.com/catalog/product.d…
The memory card will cost $50-60 or so, depending on sales or rebates.
The streaking lights technique is just a “long exposure” and is very easy to do with the D50. Just open the shutter for 5-10 seconds and you’ve got it.

The streaked light is caused by a slow shutter speed. I don’t know how much you want to sped, but the Sony DHS1 or 2, or the Canon IS2 would be good. If you want a good camera so that you won’t have to upgrade later, the Canon Rebel line of digitals is great. They are true SLR cameras and you can do a lot with them. Instructions are somewhat easier than the rest too.

You really cant go wrong with either the cannon rebel or nikon d70. I have used both and they are really great and will last a long time. They make wonderful images.
If you want to go cheaper teh nikon d50 is close too and good to learn with.
I love to use macro lenses to get real close up of flowers and bugs and yucky things, you should get a lens with a macro setting on it for sure.
Get a telephoto lens too 200 or 300mm if you can. If you open the aperture and take the picture the background will be all fuzzy and out of focus. Much more than the normal lens.
